About this opportunity

The City of Phoenix is soliciting sealed offers for forcible entry door training systems, including parts and related accessories, with offers due November 30, 2026 through the City's Procurement Portal. The solicitation is subject to small business utilization requirements under the Disadvantaged Business Enterprise–Neutral (DBE-N) program, which requires contractors to submit an annual Small Business Participation Plan, enter participation data monthly into the City's Certification and Compliance System, and execute a Certification of Full/Final Payment with each small business subcontractor at project completion.

Bidders must comply with the supplemental terms governing all Phoenix Aviation Department contracts at Phoenix Sky Harbor, Deer Valley, and Goodyear airports. These include Title VI nondiscrimination and FAA grant assurances, E-Verify and Immigration Reform and Control Act compliance, heat-related illness mitigation plans for outdoor workers, and FAA construction and alteration standards, and contractors must flow these terms down to subcontracts. Access to Sensitive Security Information requires a signed acknowledgement under 49 CFR Parts 15 and 1520, which limits disclosure to individuals with a demonstrated need to know.

The agreement becomes effective upon final signature and recording by the City Clerk's department and commences May 1, 2027, or the effective date if later. The term runs five years from commencement with no options to extend. Contractors may not begin billable work until they receive a purchase order or contract documentation from the City. Jurisdictions listed are Phoenix City and Maricopa County, Arizona. The solicitation was posted November 4, 2026.
