About this file

This is a Small Business Participation Plan (SBPP) form issued by the City of Phoenix Public Transit Department for contractors subject to the Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR Part 26, as mandated by the United States Department of Transportation. The SBPP must be submitted annually on the anniversary date of contract execution and applies to the Forcible Entry Door Training Systems contract for the City of Phoenix, Arizona, with a commencement date of May 1, 2027, and a term of five years with no extension options. Contractors are required to track and report all small business participation occurring through procurements, joint ventures, subcontracts, goods and services arrangements, and other business relationships involving sub-tier participants. The plan obligates contractors to demonstrate good faith efforts in promoting small business participation through identified outreach activities, including contacting the PTD Compliance Specialist, identifying verified small business suppliers, conducting proactive outreach, and maintaining logs of all communications and responses.

Contractors must enter all small business participation documentation monthly into the City of Phoenix Certification and Compliance System at phoenix.gob2g.com and complete updated SBPP submissions annually throughout the contract term, including supporting documentation as requested by the agency. The form requires contractors to list current small businesses in use by category and total amount paid during the past year, as well as identify future opportunities for small business participation with estimated timeframes and associated scopes of work using NAICS codes. A designated contract liaison must be identified to submit the annual SBPP and other required reports on behalf of the contractor. The document does not specify pricing terms, funding amounts, or other financial requirements beyond the small business participation tracking obligations.
