About this opportunity
Dallas Area Rapid Transit (DART) is seeking a vendor to provide footwear and insoles for its Operations uniformed employees through a blanket purchase order (WF# 3024044). The procurement covers 35 line items of specific shoe models from manufacturers like Bates, Skechers, Doc Martens, and Avengers, with a focus on maintaining a professional image for employees. The selected vendor must offer same-day service through a retail store environment and an on-site service truck, with the ability to fulfill custom "Made to Order" requests for shoe sizes 16 and above. The service must cover multiple DART bus and rail operations locations in the Dallas-Fort Worth area, including East Dallas Bus, South Oak Bus, Northwest Bus, Central Rail, and Northwest Rail divisions. The vendor's retail store and service truck must provide a climate-controlled environment, extended hours including Saturday availability, and accommodate multiple employees simultaneously. The solicitation was posted on August 5, 2025, with an extended due date of August 13, 2025, at 2:00 PM (CDT). Bonfire registration is required to access the full bid details, and vendors must submit a W9 form and completed Price Schedule.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The solicitation requires vendors to have a minimum of two stores in the DFW area and provide comprehensive footwear services, including free shipping for back orders and email receipts within 4 hours of purchase. While specific budget ranges were not detailed, the procurement suggests a comprehensive service contract for outfitting DART's uniformed employees with professional footwear. The vendor must be capable of handling multiple employee fittings, provide a service truck with 2-3 sales personnel, and create "Truck Day" posters at least three weeks before scheduled service dates. Vendors are required to include all associated costs in their unit pricing, encompassing supervision, labor, equipment, materials, vehicle licensing, and freight charges. The purchase order will be subject to DART's standard Terms and Conditions, with the governing law being the State of Texas and any legal venue specified as Dallas County.
