About this opportunity
Sacramento County is seeking a contractor for the Folsom Boulevard Utilities Potholing project (Contract #40971), spanning the corridor between Starfire Drive and Mayhew Road. The procurement involves comprehensive underground utility infrastructure investigation, requiring a General Engineering Contractor (Class A) licensed firm to perform 28 pothole locations, collect precise utility data, and generate detailed documentation. Specific deliverables include obtaining an Encroachment Permit, developing a Traffic Control Plan, conducting hand-excavation potholing, providing a comprehensive utility location report, backfilling excavations, restoring surface areas, and removing utility surface markings. The bid submission deadline is September 28, 2023, at 2:00 pm, with electronic submissions required through the Sacramento County Electronic Bidding Portal. Contractors must be registered with the California Department of Industrial Relations and comply with prevailing wage requirements. Evaluation will focus on responsiveness, responsibility, and lowest bid pricing across four primary line items: Encroachment Permit/Traffic Control Plan, Potholing (data collection and reporting), Pothole Backfill/Surface Restoration, and Removal of Utility Markings.
The contract does not specify specific set-aside designations for disadvantaged business enterprises. The estimated construction cost is $70,000, with bidders required to submit a bid guarantee of at least 10% of the total bid amount, acceptable as a bid bond, certified check, or cashier's check. Payment and performance bonds will be required for 100% of the contract price. Contractors must carry specific insurance with minimum liability limits of $3,000,000 per occurrence. The work is to be completed by November 17, 2023, and will involve coordination with multiple agencies and utility providers, including Sacramento Regional Transit District, City of Folsom, AT&T, PG&E, and California American Water. The contract will be awarded through the California Uniform Public Construction Cost Accounting Act (CUPCCAA) process, with actual quantities of work potentially varying at the County's discretion. The County reserves the right to reject any or all bids and determine the lowest responsive bid from a responsible bidder.
