About this file

The document is a set of Special Provisions for Contract No. 40971 issued by the County of Sacramento's Department of Transportation for a Utilities Potholing project on Folsom Boulevard. The project involves locating and identifying underground utility facilities through potholing between Starfire Drive and Mayhew Road, with work to be completed by November 17, 2023. Contractors are required to apply for a Sacramento County Encroachment Permit, prepare a Traffic Control Plan, perform potholing of existing underground utility facilities, and provide a detailed report documenting the location and characteristics of discovered utilities. The work includes using hand-excavation techniques to expose and precisely map utility infrastructure, with specific requirements for backfilling, pavement restoration, and removal of utility marking after completion.

The contract will be awarded through the California Uniform Public Construction Cost Accounting Act (CUPCCAA) process, with a bid submission required through the County's eProcurement system. The contractor must carry specific insurance with minimum liability limits of $3,000,000 per occurrence and provide performance and payment bonds. Potholing work will be compensated based on unit prices, with actual quantities potentially varying at the County's discretion. Contractors must comply with prevailing wage requirements, have appropriate state contractor's licenses, and follow strict guidelines for working within the county right-of-way, including traffic control, working hours, and surface restoration standards. The contract includes provisions for quality assurance, including density testing of backfill materials and precise documentation of utility locations.
