About this opportunity
The Maryland State Highway Administration (SHA) is requesting bids for on-call roofing inspection, maintenance, and repair services at the SHA Hanover Complex (7491 Connelley Drive, Hanover, Maryland) under IFB FODRM32SB, with bids due July 28, 2026, and a pre-bid conference and site visit on July 7, 2026. This procurement is restricted to certified Small Business Reserve (SBR) entities under Maryland State Finance and Procurement Article 14-501 through 14-505, a decision-flipping eligibility gate.
The contract requires an overall Minority Business Enterprise (MBE) subcontracting participation goal of 15 percent, with specific subgoals: 3 percent for Asian-American MBEs, 2 percent for Hispanic-American MBEs, and 10 percent for Woman-Owned MBEs; zero percent for African-American MBEs. Only MDOT-certified MBEs count toward goals. Prime contractors that are certified MBE firms may self-perform up to 50 percent of the overall goal and up to 100 percent of a single subgoal.
Scope includes semi-annual roof inspections (spring and fall) with written reports due within three business days, covering bituminous built-up roofing, asphalt shingles, and sheet metal systems across four built-up roofs and seven metal roofs. The contractor must provide 24/7/365 emergency response with a three-hour initial response time and next-day physical response capability. Work is performed during normal business hours (7:00 a.m. to 5:00 p.m., Monday through Friday, excluding Maryland state holidays). The bid price form requires pricing for semi-annual inspections (10 total), senior technician and helper hourly rates (estimated 640 hours per category), and roofing materials and supplies (fixed at $16,000). Contract term is five years from the Notice to Proceed with no-cost extensions possible up to one-third of the base term if unspent funds remain.
Minimum qualifications include five years of commercial roofing installation, repair, and maintenance experience; a valid General Contractor's License; SBR certification; and customer references. The contractor must maintain commercial general liability insurance of $1 million per occurrence/$3 million annual aggregate and workers' compensation insurance of $1 million per occurrence, with the State as additional insured. The contract is classified as Tier 1 under Maryland Living Wage Law; contractors must pay covered employees at least the living wage rate established by the Commissioner of Labor and Industry for Anne Arundel County and submit certified payroll records to the Department of Labor, Licensing & Regulation within 15 days of pay period closure.
Questions are due July 13, 2026, at 1:00 p.m. The bid tabulation (posted September 9, 2026) shows four bids received July 28 ranging from $74,828 to $233,000, with bid responsiveness determinations scheduled for August 18, 2026. No federal funding is involved. The previous contract (FODRM24SB) was awarded to A K J Inc. for $42,800 on a three-year term but was terminated when the vendor ceased operations.
