The Pennsylvania Department of Corrections is requesting bids for fluorescent reflective material to supply Pennsylvania Correctional Industries at SCI Waymart in Westmoreland County, with proposals due August 10, 2026 at 4:00 PM Eastern Time. Electronic bid responses through the PA Supplier Portal are mandatory; all bidders must be registered vendors. Solicitation Addendum 1 extended the opening date from August 4 to August 10, 2026.
The scope comprises 10,000 yards of Fluorescent White reflective material and 25,000 yards of Fluorescent Yellow reflective material, both specified as Oralite GP330 microprismatic material with no substitutions permitted. Samples will be evaluated for weldability to 0.35 millimeter polyvinyl chloride material using a Kabar Brand Model KABAR 10,000 FS welding machine (220 volts, 3-phase RF/HF) at the facility; failure to weld results in evaluation of the next lowest bidder.

Destination within 60 days of purchase order creation, restricted to 9:00 a.m. to 1:00 p.m. Eastern Time, Monday through Friday, excluding Commonwealth holidays. Award will be made to the lowest responsive and responsible bidder based on sample test results; the Commonwealth reserves the right to award by individual line item or total bid basis.
All bidders must complete and submit the Worker Protection and Investment Certification Form (BOP-2201) certifying compliance with Pennsylvania Unemployment Compensation Law, Workers' Compensation Law, and thirteen specified state labor and workforce safety statutes.
