About this opportunity

The City of Philadelphia is soliciting quotes for a micro purchase of Flowtron 40W UV Replacement Bulbs (Model BF-130) through the PHLContracts eProcurement platform. The procurement will be awarded as a whole or by line item, whichever best serves the City's interests, to the lowest responsive and responsible bidder. Vendors must quote all items listed in the solicitation to be eligible for award consideration. All products must be delivered FOB Destination Point at the quoted prices, and no deliveries or services shall commence until the seller receives official notification from the requesting department and a binding purchase order is issued by the City's Procurement Department. The contract term is 365 days from the effective date specified in PHLContracts, with automatic termination at midnight on the final day. The opportunity was posted on May 13, 2026, with a bid due date of May 20, 2026, and quotations must remain valid for 60 days from submission.

Vendors responding to this micro purchase must submit a signed Consent and Authorization Agreement prior to bid closing, which can be submitted either through the vendor's profile at registration or as an attachment with the first quote submission. While the Local Business Entity (LBE) certification program does not apply to Small Order Purchases, vendors must still respond to the LBE question to proceed with submission. The City encourages but does not require submission of the optional LGBTQ Applicant Opportunity Data Form to support diversity and inclusion initiatives. Vendors must maintain appropriate insurance coverage, including workers' compensation at statutory limits, general liability insurance with a minimum limit of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence. All prices must be quoted net of taxes, exclusive of federal excise and Pennsylvania sales and use taxes, as the City is tax-exempt. The total contract amount cannot exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index (CPI-U) from January 1, 2020, to the most recently published rate and rounded to the nearest $1,000.
