About this file
This is a Seller Checklist document for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines the required steps for vendors submitting quotes for a micro purchase of Flowtron 40W UV Replacement Bulbs (Model BF-130) in Pennsylvania. Vendors must complete all tabs in the PHLContracts system, including the General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award, and delivery or services should not commence until official notification is received from the department.
Vendors submitting quotes must ensure they are operating in the Seller role rather than the Seller Admin role and must provide unit costs for each item listed in the bid. A Consent & Authorization form is mandatory and must be on file in the vendor's profile or attached with the quote submission; no quote will be considered without this document. While the Local Business Entity (LBE) certification program does not apply to Small Order Purchases, the LBE question must still be answered to proceed. Vendors are encouraged to submit the optional LGBTQ Applicant Opportunity Data Form and may attach supporting documentation related to their quote. All red validation warnings must be addressed before submission, and vendors should save and continue after completing each section to ensure proper processing of their quotes.
