About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Waste Management, is issuing a Request for Bid (RFB 758 2400000516) for flow and sampling equipment to support the Maxey Flats Project in Hillsboro, Kentucky. The procurement includes thirteen line items of Teledyne ISCO equipment, specifically velocity sensors (2 units), TIENet receptacles (2 units), scissors ring kits (2 units), Signature Base Station Systems (3 units), external 12 VDC connect cables (3 units), 674 rain gauges (3 units), rain gauge receptacle connections (3 units), TIENet 310 ultrasonic level sensors (3 units), floor mount hardware (1 unit), GLS samplers (5 units), stainless steel strainers (5 units), connect cables (5 units), and vinyl suction line (1 unit). All equipment must be delivered and invoiced by June 30, 2024. The solicitation was released on March 21, 2024, with vendors' written questions due by March 27, 2024, at 10:00 AM ET and a bid closing date of April 3, 2024, at 1:30 PM ET. Contract award will be based on best value using a ranking approach with measurable criteria of Price (90 points) and Delivery (10 points). All bids must be submitted electronically through the eProcurement system, and vendors must be registered in the Commonwealth eProcurement System via the Vendor Self Service System at https://vss.ky.gov prior to submission. Bidders must submit all required documentation prior to award, including Revenue Form 10A100, certificates of authority for foreign entities, and proof of Commercial General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 combined single limit if delivery or on-site services are performed.

Kentucky resident bidders may receive reciprocal preference against nonresident bidders from states that provide preference to their own residents, and qualified bidders such as Kentucky Correctional Industries and nonprofits serving individuals with disabilities may receive preference equal to 15-20 percent of maximum points. All bidders must complete and submit an Annual Affidavit attesting compliance with Kentucky campaign finance laws, as well as applicable qualification and resident bidder status declarations under Kentucky Revised Statutes and regulations. Bidders may propose equal or superior products to those specified if clearly identified and documented with descriptive literature; however, failure to provide sufficient documentation may render bids non-responsive. The equipment specifications establish minimum quality standards and require compatibility with existing ISCO Signature Series flowmeters, with all quotations to be provided on an F.O.B. Destination Freight Prepaid and Allowed basis. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and the contract will be awarded as a group to a single vendor who must bid all line items. No specific contract award value or budget range is identified in the solicitation documents.
