About this opportunity

The Florida Department of Transportation (FDOT) is seeking competitive sealed bids for the production of the Florida Official Transportation Map through Invitation to Bid (ITB) No. DOT-ITB-25-9031-CA. The procurement involves printing approximately 500,000 maps annually, with specific technical requirements including a flat size of 26.625" x 35.34" and a finished folded size of 3.331" x 8.835". Maps must be printed using four-color process on both sides, utilizing Rolland Offset Uncoated 50# Text paper with 30% post-consumer waste content. The contract will be valid for two years with the possibility of three additional one-year renewals. Bids are due on January 7, 2025, at 9:00 AM EST, with a public bid opening at 10:00 AM EST. The award will be made to the lowest responsive bidder based on a unit price that includes all labor, materials, and shipping expenses. Delivery is required to the FDOT Midway Maintenance Office in Midway, FL, within the first two weeks of January or within five weeks after receiving the final PDF from FDOT.

The solicitation includes several important qualifications and restrictions for potential bidders. All bidders must be registered in the State of Florida's MyFloridaMarketplace system and out-of-state corporations must be authorized to do business in Florida. The procurement is subject to Title VI of the Civil Rights Act of 1964, which ensures that minority and disadvantaged business enterprises will be afforded full opportunity to submit bids without discrimination based on race, color, national origin, or sex. Bidders are prohibited from being on the Scrutinized Companies Lists for activities in Sudan or Iran, particularly for contracts over $1 million. All payments will be subject to a 1% MyFloridaMarketplace transaction fee, and liquidated damages of 1% of the bid price per day may be assessed for late deliveries. The solicitation notes that federal funds will be used, which means the in-state printing preference will not apply. Potential vendors must comply with the Inspector General's requirements and incorporate those obligations in any subcontracts.
