About this opportunity

The Florida Fish and Wildlife Conservation Commission is seeking vendor information regarding a single-source procurement for a Freshwater Commercial Trip Ticket System, with responses due July 23, 2026 at 5:00 p.m. ET. This is not a competitive solicitation; the agency has determined that the services are available only from a single source and invites prospective vendors to demonstrate their capability to supply the system described in the specifications.

The FWC intends to replace paper-based data collection with a digital reporting platform for Florida commercial freshwater fisheries. The system must integrate seamlessly with existing Marine Fisheries systems and meet IT security compliance requirements. Bluefin Data LLC has been identified as the intended sole-source vendor based on its specialized knowledge, proprietary components, original development of compatible systems, and current operation of the VESL program for the FWC's Marine Fisheries Management division, as well as its trip ticket platform deployment across multiple state fish and wildlife agencies. The FWC's justification emphasizes that seamless integration and IT security verification are achievable only through this vendor and that alternative sources would create instability in the trip ticket program.

The estimated contract value is $50,000. The commodity is classified under UNSPSC code 81111504. Vendor responses must be received by the contact person listed on the advertisement no later than July 23, 2026. The selected contractor must warrant full capability to perform contract requirements and comply with Florida Statutes Chapter 287 and all applicable rules and laws. The posting was made June 29, 2026.
