About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Fish and Wildlife Conservation Commission (FWC) for a Freshwater Commercial Trip Ticket System. The FWC seeks to procure one Freshwater Commercial Trip Ticket System to replace current paper-based data collection processes and introduce digital reporting mechanisms for Florida commercial freshwater fisheries. The posting was published on June 29, 2026, with a deadline for receipt of vendor information by July 23, 2026. The requestor is Ryan Hamm, Section Leader of the FWC Division of Freshwater Fisheries Management. No specific contract term, renewal options, or site visits are detailed in this document. The commodity is classified under UNSPSC code 81111504.
The estimated dollar amount for this single-source acquisition is $50,000.00. The FWC has identified Bluefin Data LLC as the intended sole source vendor, citing the company's specialized knowledge, proprietary components, and existing relationship as the original developer of compatible systems. Bluefin currently operates the VESL program for FWC's Marine Fisheries Management and provides a trip ticket platform across multiple state fish and wildlife agencies. The justification emphasizes that seamless integration with existing Marine Fisheries systems is critical and achievable only through this vendor, that IT security compliance has been verified, and that alternative vendors would create instability in the FWC trip ticket program. The purchase has been approved by division and purchasing leadership within the FWC.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The selected vendor possesses specialized knowledge, tools, or proprietary components that are essential for building or maintaining the application. No other vendor currently offers the same level of compatibility or technical capability required to meet project specifications.
Additionally, the application must integrate seamlessly with existing systems, such as the
Saltwater Commercial Trip Ticket system, workflows, and data structures. The selected vendor is the original developer or system architect for existing components, and therefore has unique familiarity with the architecture necessary to ensure a stable and efficient build.
Bluefin currently operates the VESL program for FWC’s Marine Fisheries Management. VESL is a state-of-the-art, proprietary platform uniquely designed for fishery data management;
unavailable through other vendors. VESL Bluefin data provides a trip ticket platform across multiple state fish and wildlife agencies. This program meets all FWC IT security needs and has been evaluated by IT, and found to be compliant. A key need will be the ability for the freshwater component to communicate seamlessly with existing Marine programs, which would not be possible from any other vendor. Lastly, IT has concerns that any other or any additional providers would create instability in the FWC trip ticket program.
