About this opportunity
The Texas Health and Human Services Commission is requesting bids for vinyl flooring replacement at San Antonio State Supported Living Center in Buildings 665, 668, and 671, with bids due August 4, 2026 at 10:30 a.m. Central Time and mandatory on-site visits on July 23 and July 24 at 10:30 a.m. at 6711 S New Braunfels Ave., San Antonio, TX 78223.
The scope includes floor prepping, installation of Mohawk Sheet Vinyl (Medella Fleck or approved equal), asbestos abatement where applicable, and subfloor preparation and finishing work. Pricing must be firm and fixed, submitted on Exhibit C with all-inclusive unit rates covering labor, equipment, materials, and supplies. Bidders must include a mandatory $25,000 contingency cost for potential asbestos abatement in previously unknown buildings or rooms; this amount requires cost estimate approval before abatement work begins. Contractors must carry comprehensive insurance including workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000).
Bidders must demonstrate minimum three years of relevant flooring experience, provide three verifiable references for similar-scope projects completed within the last five years, and attend one mandatory on-site visit for bid eligibility. HHSC will conduct vendor performance verification and may reject bidders with unfavorable VPTS ratings, current corrective action plans, or repeated contract cancellations.
The contract begins upon award and expires August 31, 2026, with an option for extension up to one additional year at HHSC's discretion. Price adjustments may be permitted based on the Consumer Price Index using the Bureau of Labor Statistics formula, but only at HHSC's discretion and for renewal periods. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. Questions are due July 28, 2026, with responses posted by July 30. The procurement is classified under NIGP Class 910-25 (Flooring Maintenance and Repair, Including Refinishing and Sealing Services).
