About this opportunity

The Town of Berlin, Connecticut, is soliciting qualifications and cost proposals through a competitive Request for Proposal (RFP) for moisture mitigation, flooring replacement, and related work at Berlin High School located at 139 Patterson Way. The project encompasses the selective demolition of existing vinyl composition tile (VCT) flooring contaminated with mold, installation of moisture vapor emission control systems, concrete repair, self-leveling underlayment, and replacement of approximately 115,000 square feet of new Tarkett VCT II flooring with rubber base molding across the original 1950s-constructed portions of the school building. Qualified firms must demonstrate three years of relevant experience in Connecticut performing similar flooring services for similarly-sized municipal governments and must maintain proper state licensure. The RFP evaluation will be based on proposer experience and background, responsiveness to requirements, quality of references and prior contract administration, and competitiveness of proposed fees. A non-mandatory pre-proposal meeting is scheduled for March 26, 2026, at 3:00 pm at the school site; the deadline for submitting questions is March 31, 2026, at 4:30 pm; and electronically sealed proposals must be submitted through the Town's OpenGov Procurement portal by April 7, 2026, at 2:00 pm. The contractor must commence work within ten days of contract signing and achieve substantial completion by August 15, 2027, with all work constrained to periods when school is not in session, primarily June 15 through August 15 of 2026 and 2027.

The RFP does not specify set-aside designations or restrictions limiting responses to particular categories of organizations, and no incumbent vendors or current contractors are identified in the procurement documents. No specific contract value or budget range is stated; pricing will be determined through the competitive bidding process. The successful contractor must submit a 5 percent bid bond and, upon award, furnish performance and payment bonds each equal to 100 percent of the contract sum from a Connecticut-authorized surety company. Insurance requirements include commercial general liability of $2,000,000 per occurrence and $3,000,000 general aggregate, automobile liability of $1,000,000 per accident, workers' compensation at statutory limits, and employers' liability insurance with $500,000 per accident limits. The project is subject to Connecticut prevailing wage requirements per Connecticut General Statutes Section 31-53, with rates established as of March 13, 2026, and subject to annual adjustments each July 1st. All employees must provide proof of completion of a minimum 10-hour OSHA construction safety and health course, and the contract incorporates AIA standard documents with Connecticut supplementary conditions and affirmative action and non-discrimination provisions applicable to state-funded public works projects.
