About this opportunity

The State of Minnesota, specifically through the Department of Administration's Office of State Procurement, is seeking contractors for a fluid-applied flooring restoration and installation contract targeting state agencies and Cooperative Purchasing Venture (CPV) program members. The procurement encompasses comprehensive flooring services including removal of existing flooring, installation of new epoxy-based fluid-applied flooring in two specified types, and performance of repairs matching existing flooring conditions across Minnesota's 87 counties. Contractors must provide all necessary labor, tools, materials, transportation, and incidentals for these services. The evaluation will be based on a 1,000-point system, with 100 points for acceptance of state terms and 900 points for cost details, emphasizing both compliance and competitive pricing. Key deadlines include a May 22, 2025, 2:00 PM CT deadline for questions and clarifications, with proposals due by June 3, 2025, at 2:00 PM CT, and an anticipated contract award date of June 13, 2025. The contract is initially structured for a one-year term from August 1, 2025, to July 31, 2026, with potential extensions up to an additional 48 months.

The state provides significant opportunities for diverse businesses, offering preference points for minority-owned, women-owned, veteran-owned, and businesses owned by individuals with substantial physical disabilities. Targeted group, economically disadvantaged, and veteran-owned businesses can receive up to 12% additional preference points during evaluation. Contractors must be registered in the SWIFT Supplier Portal and comply with various state regulations, including building construction contractor registration and restrictions on prohibited substances. The estimated total contract value ranges from $100,000 to $200,000 annually, though this is not a guaranteed minimum or maximum. Bidders must submit comprehensive documentation, including a completed Exhibit D Price Schedule, proof of insurance, and workforce and equal pay declarations. The procurement allows for potential multiple contractor selections, creating a flexible arrangement to serve state agencies and cooperative purchasing members across different geographic regions and service requirements.
