About this opportunity

The State of Hawaii Department of Land and Natural Resources is requesting sealed bids for flooring and interior painting services at four residential cabins (1A, 1B, 2A, 2B) at Kalopa State Recreation Area in Honokaa, Hawaii Island, with bids due August 24, 2026 at 4:00 p.m. through HIePRO and a pre-bid conference on August 11, 2026 at 10:00 a.m.

Hawaii's prevailing-wage requirement mandates that Hawaii residents comprise not less than 80 percent of the workforce employed on the project, with exceptions for shortage trades as determined by the Department of Labor and Industrial Relations. Bidders must hold a valid State of Hawaii Contractor's License classification General B.

The base-bid scope includes demolition of existing vinyl composition tile (VCT) flooring, replacement of rotten subfloors as needed, installation of new sheet vinyl flooring in all interior rooms and exterior lanai areas, and installation of transitions. All interior flooring in the four cabins must be treated as asbestos-containing materials and removed and disposed of in compliance with state, federal, and local regulations; the hazmat report provides baseline environmental conditions and remediation requirements. Additive Alternate #1 covers interior painting of all existing painted surfaces across the four cabins, including bunks, shelves, wooden shower wall partitions, and plumbing chases, excluding stained surfaces.

The estimated construction cost is $150,000. The contract term is 120 consecutive calendar days from written notice to proceed. Liquidated damages are assessed at $150.00 per calendar day for work not completed by the specified date. Successful bidders must submit performance and payment bonds equal to 100 percent of the total contract price, including estimated amounts for extra work.

Bidders must comply with Hawaii tax clearance and licensing requirements from the Hawaii Department of Taxation, Internal Revenue Service, Department of Labor and Industrial Relations, and Department of Commerce and Consumer Affairs, or alternatively obtain a Hawaii Compliance Express Certificate of Vendor Compliance prior to commencing work. Requests for information are due by August 14, 2026 at 4:00 p.m. Award will be made to the lowest responsive and responsible bidder subject to fund availability.
