The scope includes weekly rental and replacement of wet mop heads (24oz, in 60", 36", 30", and 24" lengths), dry mop heads (four sizes), mop frames (four sizes), walk-off entrance mats with PHL and PNE logos (various dimensions with suction cups or flat backings), and scraper mats. All deliveries and pickups occur weekly, 52 weeks per year on consistent day(s) except federal and City holidays. Awarded contractors must obtain Airport Security Identification Badges and pass required security clearances for servicing employees.
The estimated contract value is $100,000 for the initial 12-month term from September 1, 2026 through August 31, 2027. The contract includes four optional one-year renewal periods at the City's sole discretion, plus potential three-month extensions. For renewals, price increases are capped at 4% or the percentage change in the Consumer Price Index for All Urban Consumers-Philadelphia, whichever is less, with 60 days' written notice required prior to expiration.
Award goes to the lowest responsive and responsible bidder submitting on all items. Bidders must enroll in the Annual Bid Security Program ($100 non-refundable fee) and submit a Bid Processing Fee ($25 non-refundable per quote). A performance security fee of $25 applies. Liquidated damages of 10% of unit price are assessed for delivery schedule non-compliance, failure to provide clean items, failure to collect soiled items, or failure to contact designated airport representatives upon arrival. Insurance must be rated "A" or better by AM Best, naming the City as additional insured. Philadelphia prevailing wage requirements apply.
