About this opportunity

The School Board of Pinellas County, Florida is issuing Invitation to Bid (ITB #26-AM-002) to procure Floor Machine Parts on an as-needed basis for delivery to the Maintenance Department at the Walter Pownall Service Center in Largo, Florida. The procurement seeks suppliers capable of providing Original Equipment Manufacturer (OEM) parts from 16 specified floor machine brands, including Nilfisk-Advance, Clarke, Sandia Plastics, Viper, Tennant, Castex, I-Mop, Minute Man, Powr-Flite, Tornado, Aztec, Hoover, Sanitair, NSS, Kaivac, and Edic, with all parts required to be OEM only and aftermarket or refurbished parts explicitly prohibited. Pricing shall be submitted as discount percentages from manufacturer list prices with all freight and handling charges included in quoted prices, and bidders must provide current manufacturer price lists that are updated accordingly. Electronic bids are due through the District's OpenGov Procurement portal no later than 3:00 p.m. on February 20, 2026, with the evaluation and contractor selection period scheduled for February 23 through March 2, 2026, a Notice of Intent to Award posted on March 24, 2026, and School Board approval estimated for March 31, 2026. All awarded contractors must comply with Florida Jessica Lunsford Act background screening requirements, E-Verify employment verification, and various compliance certifications including affidavits regarding labor coercion, public entity crimes, drug-free workplace status, and debarment eligibility. The contract period runs from April 13, 2026 through April 12, 2027, with options for renewal for two additional one-year periods by mutual consent and up to three additional thirty-day unilateral extension periods at the District's discretion, with prices and discounts remaining firm throughout the initial contract term but allowing price adjustments at renewal periods limited to the previous year's percentage change of the Consumer Price Index for All Urban Consumers (CPI-U).

Florida businesses receive a five percent preference when the lowest bid is from a supplier outside Florida whose state does not grant reciprocal preference to Florida vendors. The District reserves the right to award by line item, section, or aggregate total as most advantageous to the District, and no incumbent vendors or current contractors are identified in the solicitation documents. The District estimated the contract value at approximately $60,000 annually, excluding renewal options. The Bid Protest Procedure document establishes a formal process for bidders to challenge procurement decisions, requiring written notice of protest to be filed with the Director of Purchasing within 72 hours of bid tabulation posting, followed by a formal written protest within 10 days, with protesting parties required to post a bond or acceptable security equal to one percent of the estimated contract value with a minimum of $500 and maximum of $5,000. The District will halt the bid or contract award process upon receipt of a timely formal protest and bond unless the Superintendent documents specific circumstances requiring continuation to avoid immediate danger to public health, safety, or welfare, with resolution attempts made within seven days, potential informal proceedings if no factual disputes exist, or referral to the Division of Administrative Hearings if material fact disputes arise.
