About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Parks, issued a Request for Bid (RFB 758 1900000801-2) soliciting vendors for the procurement of 13 floor cleaning machines to be distributed across Kentucky's state resort parks, including Barren River Lake, Blue Licks Battlefield, Carter Caves, Cumberland Falls, Dale Hollow Lake, General Butler, Greenbo Lake, Jenny Wiley, Kentucky Dam Village, Natural Bridge, Pennyrile Forest, Pine Mountain, and Rough River Dam. The primary specification calls for Tomcat NANO-9HD110 or Tomcat NANO-5000 floor cleaning machines (approved equals permitted) with a 10-gauge steel chassis, 0.33 horsepower motor operating at 4,100 rpm, 120 VAC power system with approximately 30-foot cord, 10.5-inch cleaning path, and sound level under 57 dB. All bids must include comprehensive hands-on training at each of the 13 park locations covering equipment operation, cleaning and maintenance procedures, accessory usage, warranty information, and service access, with all associated travel expenses, travel time, fuel, and lodging costs included in the bid price. The RFB was released on June 25, 2019, with written questions due by July 1, 2019, at 12:00 p.m. ET and bid closing on July 12, 2019, at 1:30 p.m. ET. Sealed hard-copy bids were required to be submitted in person to the Bid Clerk at the Commonwealth of Kentucky Office of Procurement Services, Capitol Annex Room 095, 702 Capitol Avenue, Frankfort, Kentucky 40601. Award was to be made on a best-value basis using weighted criteria: price (90 points), delivery in working days (10 points), and warranty period in months (10 points), for a total of 110 points, with the lowest-priced bidder receiving maximum points and other bidders' scores calculated proportionally. All proposed pricing had to exclude Federal Excise Tax and Kentucky Sales or Use Tax, be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis with the vendor responsible for all shipment costs, and remain valid for a minimum of 60 calendar days after the bid due date.
Kentucky resident bidders were eligible for reciprocal preference consideration. Qualified bidders, including Kentucky Industries for the Blind and certain nonprofit organizations serving individuals with disabilities, received preference equal to 15 percent of maximum points under the state's qualified bidder program (200 KAR 5:410(3)). All bidders and offerors were required to submit an Annual Affidavit affirming compliance with Kentucky statutory obligations including campaign finance laws, sales and use tax registration requirements, state tax obligations, boycott prohibitions, and restrictions on post-public employment activities. Bidders claiming resident bidder status or qualified bidder status were required to provide additional supporting documentation to substantiate their claims. Bidders proposing alternate brands or specifications to the Tomcat equipment were required to submit descriptive literature demonstrating equivalency, with failure to provide adequate documentation potentially rendering bids non-responsive. The contract was designated as an Award Contract subject to termination by the Commonwealth with 30 days' written notice and could be canceled if responses exceeded available funding. Commonwealth Buyer Evelyn Osborne served as the sole point of contact throughout the procurement process, accessible at 502-564-0552.
