About this opportunity
The Florida Department of Transportation (FDOT) is pursuing a single source procurement for one Flir Ladybug 5+ 360° Videolog Camera, specifically intended to be integrated with their existing Laser Crack Measurement Systems (LCMS) Pavement Condition Survey van. The procurement is being conducted through a State Transportation Incentive Council (STIC) Grant, with the primary objective of enhancing data collection and video imagery capabilities for annual and biannual pavement condition surveys. International Cybernetics Co. has been identified as the known and intended vendor, as they are the sole manufacturer and provider of the proprietary software, hardware, and support required for the existing LCMS system. The procurement notice was posted on November 25, 2024, with vendor information and responses required by 5:00 PM EST on December 18, 2024. Vendors must submit their information to the email address specified in the posting, with FDOT reserving the right to review and determine the single source status of the procurement.
The procurement appears to be exclusively available to International Cybernetics Co. as the sole source vendor, with no explicit set-aside designations or restrictions for disadvantaged enterprises mentioned in the documentation. The current infrastructure involves FDOT's existing LCMS Pavement Condition Survey van, which requires specific technological integration with the Flir Ladybug 5+ 360° Videolog Camera. The estimated dollar value for this purchase is $93,445.00, representing a targeted, specialized procurement focused on maintaining and enhancing the department's technological capabilities for transportation infrastructure assessment. FDOT has determined that International Cybernetics Co. is the only vendor capable of providing the necessary camera system with compatible software, hardware support, and integration capabilities. The procurement will be conducted in accordance with section 120.57(3) of Florida Statutes, with the department planning to post its intended decision on the Vendor Information Portal.
