About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for flexible delineator posts, guardrail markers, and anchoring devices to establish a Master Agreement available to all state departments and agencies, with quotations due November 16, 2022, at 4:00 p.m. Eastern Standard Time. This is a cooperative purchasing vehicle; MaineDOT is the primary user.
The scope covers tubular delineator posts (2 to 4 inches in diameter) or C-shaped thermoplastic extrusion posts (minimum 3.75 inches wide) in white, yellow, or light gray with UV stabilization and retroreflective sheeting compatibility. Posts must withstand a minimum of ten direct wheel-over impacts at 60 miles per hour without damage. The specification also includes drivable soil anchors for tubular posts, surface-mount anchors for guardrail markers, and both plastic and steel anchors for extrusion posts. Quotations require product data sheets with ASTM compliance documentation, warranty information, and debarment certification submitted via Maine's AdvantageME Vendor Self Service system.
The initial Master Agreement term runs December 1, 2022, through November 30, 2024, with two optional extensions: December 1, 2024, through November 30, 2026, and December 1, 2026, through November 30, 2027. All bid prices must be quoted Free on Board Destination, with the vendor bearing all shipping charges and risk to any state facility. Quoted prices are guaranteed firm for a minimum of one year of the initial contract period; price adjustments require sixty days' notice and manufacturer documentation. The state is exempt from federal, state, and local taxes and will not accept bids that include these taxes.
Evaluation follows a "Best Value" standard considering product quality, specification conformance, delivery timeframes, and state interests. Once conformance is established, award goes to the lowest-priced qualified bidder. The state reserves the right to deny award to bidders with documented poor performance or terminated contracts within the previous five years. No estimated usage volumes were provided.
