About this opportunity

Guadalupe County, Texas is requesting competitive sealed bids for flexible base and asphaltic materials under IFB 27-02, with bids due November 5, 2026 at 2:00 PM CST and questions due October 22, 2026 at 2:00 PM CST.

The scope covers 18 product categories including crushed stone in various grades, cover stone materials, hot mix and cold lay asphalt, rip rap, and liquid soil stabilizer. Estimated annual quantities range from 0 to 18,708.785 tons by material type; liquid soil stabilizer is measured in 55-gallon drums. All materials must be delivered within 24 hours of order placement during business hours (7:30 AM to 4:00 PM), with no demurrage charges permitted.

The county has divided its service area into four geographic delivery zones plus a fifth option for FOB pickup at the bidder's plant (within 25 miles of the Road & Bridge Office in Seguin, Texas). Bidders must submit unit pricing on a per-ton basis (per 55-gallon drum for liquid soil stabilizer) for each zone and FOB pickup option. All delivery, loading, and unloading charges must be included in the unit price; no additional charges are permitted unless approved in writing. The contract runs January 1, 2027 through December 31, 2027.

The county reserves the right to award contracts to multiple vendors based on location convenience and best value under Texas Local Government Code Section 262.027(e). The county is not obligated to purchase minimum quantities and may purchase greater amounts at the bid price. Material testing may be performed at any time; vendors absorb testing costs if materials fail specification, and the county pays if materials pass. Bids remain valid for 90 days following bid opening.

All vendors must carry automobile liability ($1,000,000), general liability ($1,000,000), and statutory workers' compensation insurance, name the county as additional insured, and provide 30-day cancellation notice. Required submittals include IRS Form W-9, Texas Ethics Commission Form 1295, conflict of interest questionnaire, affidavit of non-collusion, and verification statements regarding boycotts of Israel and business with Iran, Sudan, or terrorist organizations. Bidders may submit responses electronically through BidNet Direct or as hard copy with one original and one electronic copy on flash drive.
