About this opportunity

Prairie View A&M University is requesting proposals for fleet vehicle cleaning services across three campus locations with proposals due March 18, 2026 at 2:00 p.m. Central Standard Time. A mandatory HUB (Historically Underutilized Business) Subcontracting Plan is required; failure to submit a complete plan results in proposal rejection. HUB goals are 1.00% for building construction, special trade construction, professional services, other services, and commodities, with 0.00% for heavy construction. Respondents must choose from three compliance pathways: award all subcontracting work exclusively to Texas-certified HUBs, subcontract to a mix of HUB and non-HUB vendors while meeting or exceeding the stated HUB goal, or demonstrate good faith effort through notification to at least three certified HUBs and two trade organizations at least seven working days prior to bid submission.

The scope encompasses exterior washing (hand or pressure wash, bug and tar removal, wheel cleaning, drying), interior cleaning (vacuuming, dashboard wiping, window cleaning, deodorizing), and optional detailing services for approximately 45 vehicles including cars, SUVs, pickup trucks, cargo vans, a mobile kitchen trailer, and mobile educational units at the main Prairie View campus, Northwest Houston Center, and College of Nursing campus in downtown Houston. Pricing must be tiered by vehicle type with monthly billing for off-site services.

The initial contract term is one year with the option to renew for up to four additional one-year terms at the University's sole discretion. Evaluation criteria are experience and expertise (30 percent), proposed cost (30 percent), methodology and approach (20 percent), professional references (10 percent), and responsiveness to requirements (10 percent). Respondents must provide three client references from comparable scope and type, preferably higher education institutions or public entities. Insurance requirements include Commercial General Liability coverage of $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million, and Worker's Compensation at statutory limits. Proposals must be submitted in five hard copies and one electronic PDF copy on a thumb drive, not to exceed 40 pages. Questions are due March 5, 2026. Contract award is anticipated in April 2026.
