About this opportunity
The City of Hayward is requesting sealed proposals for RFP 26-063, Fleet Division Garage Shop Infrastructure Update (Vehicle Lifts), with proposals due October 30, 2026 at 4:00 p.m. via the City's eProcurement Portal and an optional pre-bid site walkthrough scheduled for September 16, 2026 at 10:00 a.m. at the City's Corp Yard. A local business preference, minority-owned business (MBE), or woman-owned business (WBE) designation will receive small preference during evaluation, with local businesses defined as those with headquarters in Hayward, California.
The scope involves disassembly and removal of six existing garage vehicle lifts and installation of new lifts over a phased approach with a minimum of one lift replaced annually over a maximum six-year schedule. Three heavy-duty lifts require upgrade from 30,000–43,000 lbs capacity to 70,000 lbs capacity with in-ground hydraulic systems. Three light-duty lifts require upgrade from 8,000–9,000 lbs capacity to 10,000 lbs capacity with electric-over-hydraulic systems, with one transitioning from above-ground to in-ground installation. A potential seventh outdoor lift replacement may proceed depending on budget availability.
Bidders must hold appropriate California Contractors State License Board (CSLB) licenses (A, B, C-61/D21, or C-61/D40) and register with the California Department of Industrial Relations, as this is a prevailing wage project subject to California Labor Code Sections 1771 and 1777.5. Proposals must include complete not-to-exceed pricing covering all labor, materials, equipment, taxes, and freight; detailed project management plans and team qualifications; references; and engineering drawings where applicable. A bid bond and both labor/materials and performance bonds, each at minimum 100 percent of total contract value, are required. The successful bidder must execute the contract within 14 working days of award and provide certificates of insurance including workers' compensation and public liability coverage of $1,000,000 minimum. Questions are due September 30, 2026. Finalist interviews are tentatively scheduled for November 16, 2026, with City Council award recommendation anticipated January 5, 2027.
