About this opportunity
The Wyoming State Construction Department is requesting proposals on behalf of the Wyoming Game and Fish Department for engineering design, geomorphic and fluvial assessment, and surveying services for the Flat Creek-South Park Stream Restoration Project (RFP #26-0632PS), with proposals due May 27, 2026, and a mandatory pre-proposal conference on May 8, 2026. Wyoming resident firms receive statutory preference under Wyoming Statute 9-23-102.
The scope covers conceptual through final design of stream restoration across approximately 1.8 miles of Flat Creek at the South Park Wildlife Habitat Management Area in Teton County. Work includes natural channel design assessment and existing-conditions evaluation, survey control-point development, 30%, 60%, and 100% design alternatives for bank stabilization and in-stream structures, riparian treatments, FEMA permitting support, bidding assistance, and construction administration. The project targets increased floodplain connectivity, restored sediment dynamics, and habitat potential for Snake River cutthroat trout.
Evaluation will be scored across qualifications and approach (50 points), professional personnel ability and qualifications (40 points), past similar work comprising three to five projects (15 points), corporate references from three or more prior clients plus two references per staff member (10 points), workload and scheduling capability (15 points), proposal completeness (20 points), and interview performance (100 points). A minimum of three firms will be shortlisted for virtual interviews on June 9, 2026; shortlisted proposers will submit financial proposals via email prior to interviews. Financial evaluation will assess fixed fees for each of nine identified tasks.
The estimated project completion date for final designs is June 1, 2027. Contract execution is anticipated for August 15, 2026, with notice to proceed on August 17, 2026. Written questions are due May 15, 2026. All proposal preparation costs are the proposer's responsibility.
