The project consists of stream restoration design utilizing natural channel design principles and geomorphic/fluvial analysis of approximately 1.8 miles of Flat Creek located at the South Park Wildlife Habitat Management Area in Teton County, Wyoming. The scope encompasses nine potential tasks including natural channel design assessment, existing conditions evaluation, survey control point development, 30% design options, 60% design plans with preliminary cost estimates, 100% construction-ready designs, FEMA permitting support, bidding assistance, and construction administration. A mandatory pre-proposal conference is scheduled for May 8, 2026, at 10:00 a.m. MT at the South Park WHMA parking lot. Proposals must be submitted electronically via Public Purchase by May 27, 2026, at 1:00 p.m. MT, with written questions due by May 15, 2026. The estimated project completion date for final designs is June 1, 2027. The anticipated contract execution date is August 15, 2026, with a notice to proceed on August 17, 2026.
The proposal evaluation will be scored based on qualifications and approach (50 points), professional personnel ability and qualifications (40 points), past similar work with three to five projects (15 points), corporate references from three or more prior clients plus two references per staff member (10 points), workload and scheduling capability (15 points), proposal completeness (20 points), and interview performance (100 points). Shortlisted firms (minimum of three) will be selected for virtual interviews on June 9, 2026, and will submit financial proposals via email prior to interviews. Financial evaluation will assess fixed fees for each of the nine tasks identified in the scope of services. Wyoming resident firms receive statutory preference as defined in Wyoming Statute 9-23-102. The successful proposer must obtain necessary insurance, enter into a formal contract with required terms, and shall not begin work until receiving written notice to proceed. All costs related to proposal preparation are the proposer's responsibility, and the Procuring Agency reserves the right to reject any or all proposals, award to multiple proposers, or divide the award as deemed in the best interest of the State.
