About this opportunity
The City of Waco is requesting qualifications from consulting engineering firms to perform design and construction oversight for the Flat Creek Reuse Project Phase 1A at the Waco Central Wastewater Treatment Plant, with statements of qualifications due December 1, 2026 at 2:00 p.m. CT. The project is partially federally funded and carries federal procurement requirements including Disadvantaged Business Enterprise (DBE) participation, American Iron and Steel requirements, and Davis-Bacon labor standards.
The scope includes planning, design, and construction oversight for a concrete chlorine contact basin, a low-head pump station, and a 2-million-gallon ground storage tank, all to comply with Federal, State of Texas (TCEQ), and City of Waco standards. The selected firm must hold a current license in good standing with the Texas Board of Professional Engineers and Land Surveyors (TBPELS) and demonstrate experience with wastewater reuse infrastructure, pump stations, storage tanks, chlorine contact systems, and federally funded water and wastewater projects.
Design is anticipated to require approximately 12 months, with construction not to exceed 18 months. Award recommendation is tentatively expected in January 2027. Questions are due October 30, 2026 at 5:00 p.m. CT. Submissions must be made electronically through the City's EUNA/Bonfire portal at waco-texas.bonfirehub.com/login or in paper format at the Purchasing Services Office, 1415 North 4th Street, Waco, Texas 76707. Statements of qualifications must contain no pricing; responses with price information will be automatically disqualified.
Evaluation criteria are firm expertise and experience (50 points maximum), project approach and methodology (40 points maximum), and conformance with RFQ requirements (10 points maximum), totaling 100 technical quality points. Final award approval by Waco City Council is required if the contract amount exceeds $100,000; below that threshold, execution authority may rest with the City Manager, Assistant City Manager, department head, or director depending on contract amount.
