About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) is seeking a contractor to burn approximately 203 acres of piled mixed conifer trees less than 10 inches in diameter located at the Phillip W. Schneider Wildlife Area. The piles were created during a 2023 fuels reduction project and need to be burned to eliminate the piled fuels and mitigate the risk of beetle encroachment. The contractor will be required to burn the piles to at least 80% consumption and monitor the unit for 48 hours after the last ignition. The project must be completed between October and December 2024. Bidders must meet minimum qualifications, including NWCG or equivalent certifications, and will be evaluated based on responsiveness, responsibility, cost, and references. A mandatory pre-bid tour is scheduled for September 12, 2024, and bids are due by September 17, 2024. The Agency anticipates awarding a single 3-month contract as a result of this Invitation to Bid (ITB).
The ITB indicates a preference for certified disadvantaged businesses, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses, to have an equal opportunity to participate in any subcontracting opportunities. Bidders must also certify compliance with various state requirements, such as non-discrimination, tax compliance, and absence of conflicts of interest. The proposed contract is not negotiable, and the successful bidder shall not commence work until the contract is fully executed and the Agency provides a notice to proceed. The payment methodology is on a per-acre basis once the work is completed and accepted by the Agency.
