The trailer must meet detailed specifications including a 21,000-pound gross vehicle weight rating with three 7,000-pound rated axles, a 20-foot main deck with a 4-foot self-cleaning dovetail and lay-flat loading ramps, wood decking, 14-ply radial tires with full-size spare tire, hydraulic jacks, an Aardvark-style neck design, a front lockable steel toolbox, street-legal LED lighting package, and a 15,000-pound electric winch mounted at the front with power leads and roller fairlead. Vendors must submit written questions by December 29, 2025, at 10:00 AM ET, with bid closing on January 9, 2026, at 1:30 PM ET through the Kentucky eProcurement system. All bids must be submitted electronically, and vendors must be registered in the Vendor Self Service System at least 24-48 hours prior to submission. Evaluation criteria consist of 90 points for pricing and 10 points for delivery time, with the lowest bidder receiving maximum price points and delivery scored on a specified number of working days, subject to one percent per day penalties for missed delivery dates. A bid reading will be held via conference call at 3:30 PM ET on the closing date, and the trailer must be shipped F.O.B. Destination Freight Prepaid and Allowed to 111 Corporate Drive, Frankfort, Kentucky 40601.

Reciprocal preference will be applied to Kentucky resident bidders in accordance with Kentucky Revised Statutes 45A.490-494, with qualified bidders including Kentucky Correctional Industries receiving applicable preference points. Prior to contract award, vendors must submit proof of commercial general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, as well as automobile liability insurance with $1,000,000 combined single limit coverage if delivery is provided by the contractor. Vendors must also provide Kentucky tax registration documentation, federal tax exempt status documentation if applicable, required affidavits for resident or qualified bidder status, and certificates of authority for foreign entities. The contract will be awarded on a best value basis to a single vendor, with all line items required for a responsive bid; all shipping and freight charges are the vendor's responsibility and must be included in the bid price. The Commonwealth reserves the right to cancel the contract with 30 days' written notice, and payment will be made within 30 working days of invoice receipt or goods acceptance. No incumbent vendor or budget range was specified in the solicitation documents.
