About this opportunity
The State of Maine Division of Purchases is soliciting bids on flashlights for law enforcement under a 2011 program, with electronic quotes due April 20, 2011 at 2:00 p.m. local time.
The flashlights must feature three power modes — standard output of 90 lumens, peak output of 270 lumens, and strobe output of 170 lumens — with a 90-second charge time, up to 2 hours of runtime, and a head-mounted switch. The units are 12V DC rechargeable (not battery-operated) with a 360-degree charging base and must meet RoHS certification, UL Standard 2089, and UL/ANSI Standard 60950-1. The specifications emphasize reliability for extended law enforcement operations such as crash scenes.
Awards will be made to the lowest responsible bidder offering best value, with consideration given to quality, conformity to specifications, delivery dates, and overall state interest. All transportation charges, including freight and express delivery, must be prepaid and included in the bid price. The State is exempt from federal and Maine sales and use taxes; quotes must exclude these taxes. Cash discounts for payments 20 days or more are considered in determining the low bid. In the event of a tie, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
The State reserves the right to increase or decrease ordered quantities by up to 10 percent, to award items individually or as a group, and to procure from alternative sources if a bidder defaults, with excess costs charged to the contractor. Questions must be submitted through the AdvantageME VSS platform by 24 hours prior to bid closing. Vendors may submit quotes at any time through the 24/7 AdvantageME system. The State may pay through check, electronic funds transfer, or procurement card; surcharges on card purchases are prohibited under Maine statute 9-A MRSA 8-303(2).
