About this opportunity

The City of Philadelphia is conducting a micro-purchase procurement for flash drive supplies with a requirements period spanning May 12, 2026, through June 30, 2026. This opportunity was posted on May 12, 2026, with a submission deadline of May 15, 2026, allowing eligible vendors a three-day window to submit quotes through the PHLContracts.phila.gov platform. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award consideration, and no delivery or services shall commence until formal notification is received from the department. All quotes must be submitted with unit costs for each item, and vendors are required to complete the General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs on the eProcurement platform. Required qualifications include submission of a signed Consent and Authorization Agreement prior to bid closing, designation of a Seller Administrator, and compliance with all City procurement procedures and nondiscrimination provisions.

The City of Philadelphia is encouraging participation from LGBTQ-certified businesses through an optional LGBTQ Applicant Data Form designed to expand diversity and inclusion in the vendor database; however, this certification is not a set-aside requirement for the micro-purchase. The Local Business Entity (LBE) Program does not apply to small purchases, though vendors must answer the certification question to proceed with submission. Vendors must comply with specified insurance requirements, including workers' compensation coverage, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence. The contract pricing cap is established at $43,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers from January 1, 2020, to the most recently published figure and rounded to the nearest thousand dollars. All prices must be quoted net and exclusive of taxes, and quotes remain valid for 60 days from submission for firm limit deliveries or throughout the contract term for requirements contracts. The contract is governed by Pennsylvania law with jurisdiction in the Court of Common Pleas of Philadelphia County, and the contract term is limited to 365 days from the effective date with automatic termination occurring without notice at midnight on the final day.
