About this file

This is a Seller SOP Checklist document from the City of Philadelphia Procurement Department for small purchases submitted through the PHLContracts platform. The document outlines procedural requirements for vendors responding to a flash drive micro purchase opportunity with a requirements period from May 12, 2026, to June 30, 2026. Sellers must quote all items to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. No delivery or services shall commence until notification is received from the department.

The checklist establishes mandatory steps for quote submission, including selecting the correct seller role, answering all questions and required tabs, accepting terms and conditions, and submitting a valid Consent & Authorization form. Vendors must enter unit costs for each item, complete the General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs while addressing any validation warnings. The process requires submission through www.PHLContracts.phila.gov. Vendors are also encouraged to submit an optional LGBTQ Applicant Opportunity Data Form. The Local Business Entity (LBE) Program does not apply to small purchases, though the certification question must be answered to proceed. Award will be made to the lowest responsive and responsible bidder meeting all submission requirements.
