About this opportunity

Collier County, Florida's Board of County Commissioners Procurement Services Division has issued an Invitation for Qualification (IFQ) No. 25-8355 for Flammable Combustible Liquid Storage Tank Systems Services through its Solid & Hazardous Waste Management Division. The county seeks two or more vendors to provide services across three distinct categories: Routine Testing, Inspection, and Diagnostic Services; Maintenance, Upgrade, and Repair Services; and Installation and Closure Services for approximately 320 flammable and combustible tanks throughout the county. Vendors may submit proposals for one or more service categories, with work to be performed during normal business hours and urgent work handled on a rotating schedule. The solicitation requires vendors to demonstrate comprehensive qualifications, including cover letter, firm qualifications, experience, capacity, and current workloads. A Selection Committee will score proposals based on these criteria, with a total of 100 possible points, and in the event of a tie, the award will be made to the proposer with the lower volume of previously awarded work. Proposals are due on August 22, 2025, at 3:00 PM EST, with a proposed contract term of three years and two potential one-year renewal options.

The procurement allows for potential participation by various organizations, with no specific set-aside designations mentioned. Vendors must be enrolled in the E-Verify program and provide proof of Florida Department of State corporate status. Insurance requirements are comprehensive, including Workers' Compensation, Commercial General Liability, Automobile Liability, and Pollution coverage, with specific minimum limits and requirements. For projects exceeding $200,000, Performance and Payment Bonds must be submitted, written for 100% of the contract award amount. The county anticipates spending approximately $500,000 annually on these services, with potential partial funding from the Federal Emergency Management Agency (FEMA). Pricing will be based on a fee schedule with restricted markups: 15% maximum for sub-vendors and parts/materials, and 10% maximum for rental equipment, with no markups allowed on ancillary charges. The solicitation indicates that the contract results may be used by other County Departments and Divisions, providing potential expanded opportunities for the awarded vendors.
