About this opportunity
The Florida Department of Transportation's Office of Motor Carrier Size and Weight (MCSAW) is requesting information from prospective vendors under a single-source notice naming Mettler-Toledo, LLC as the known vendor, with vendor information due by 5:00 p.m. EST on November 19, 2026. The Department's justification rests on Mettler-Toledo's proprietary electronic scales and exclusive copyright to the Scale Management software, which the Department states are available only from a single source. Any competing vendor must demonstrate compatibility with that proprietary integration to challenge the notice.
The Flagler Scale Replacement is a partial replacement of static scales at the I-95 Flagler Northbound and Southbound weigh stations. The project extends the existing scales to a 50-foot platform and extends the scale pit 10 feet to decrease average wait times for overlength trucks. Scope covers weight measuring instruments, industrial weight scale maintenance and rental, weighing services, and equipment test calibration or repair. The Mettler-Toledo PDX scales must integrate with the Weigh-In-Motion (WIM) system to perform auto calibration, center of gravity assessment, auto release, and WIM record verification. The scales must be compatible with the existing 7541 scales throughout the state.
The estimated purchase amount is $866,046 over an eight-month contract term. The posting lists Leon County as the jurisdiction. The notice does not include evaluation criteria or a competitive bid timeline; it remains active for a minimum of 15 business days under Florida Statutes section 287.057(3)(c), and the Department will post its intended single-source decision on the Vendor Information Portal under section 120.57(3).
Submissions go to Jocelyn Moore, 605 Suwannee Street, MS 20, Tallahassee, FL 32399, or CO.Purch@dot.state.fl.us. The attached PUR 7776 Description of Intended Single Source Purchase contains the full justification.
