About this file
This is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation for a static scale partial replacement project at I-95 Flagler Northbound and Southbound weigh stations. The Motor Carrier Size and Weight (MCSAW) division, under requestor Pamela Blake, is seeking to extend the existing scales to a 50-foot platform and modify the scale pit configuration by extending it 10 feet to decrease average wait times for overlength trucks. The project encompasses weight measuring instruments, industrial weight scale maintenance and rental services, weighing services, and equipment test calibration or repair. The intended vendor is Mettler-Toledo, LLC, with a contract term of 8 months. Prospective vendors must submit information regarding their ability to supply the requested commodities or services by 5:00 p.m. EST on Thursday, November 19, 2026, addressed to contact Jocelyn Moore at 605 Suwannee Street, MS 20, Tallahassee, FL 32399, or via email at CO.Purch@dot.state.fl.us.
The estimated dollar amount for this single source purchase is $866,046.00. The justification for single source acquisition is based on Mettler-Toledo's proprietary electronic scales and exclusive copyright to the Scale Management software, which are compatible with the existing 7541 scales throughout the state and vital to the Weigh-In-Motion (WIM) system. Mettler-Toledo's PDX scales integrate with the WIM software to enable automatic system functions including auto calibration, center of gravity assessment, auto release, and WIM record verification. As there are no resellers for the Scale Management software/hardware integration, the Department determined that these commodities and services are available only from a single source. The posting will remain active for a minimum of 15 business days in accordance with Florida Statutes section 287.057(3)(c).
