About this opportunity
The State of Illinois is procuring Fivecast Software Licenses – DII under a small purchase with sole-source conditions, with proposals due June 30, 2026.
This is a sole-source procurement, meaning the State has determined that only one vendor or product satisfies the requirement. The scope involves software licenses for the Fivecast platform designated for DII (Defense Intelligence Information) use; the source does not detail license count, deployment scope, or specific functionality requirements.
The State Standard Terms and Conditions govern the contract and require vendors to maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability coverage of $1 million per occurrence, and workers' compensation insurance as required by law. Intellectual property ownership vests solely with the State. The State retains broad termination rights, including termination for convenience with thirty days' notice and termination for cause without notice if vendor performance jeopardizes health or safety.
Vendors must execute the Standard Illinois Certifications form (30 ILCS 500/50-90), which imposes 34 separate certification requirements covering non-delinquency on educational loans, absence of certain pension early retirement incentives, valid legal entity status, absence of bribery convictions, felony conviction restrictions with five-year waiting periods, compliance with environmental protection and securities prohibitions, Illinois Use Tax collection and remittance, drug-free workplace provisions for vendors with 25 or more employees on contracts exceeding $5,000, equal employment opportunity compliance, restrictions on forced labor and child labor in foreign-made equipment, information technology accessibility standards, and political contribution restrictions. These certifications apply to the vendor and any subcontractors and must be recertified annually for contracts exceeding one year. Non-compliance may result in contract voidance, vendor suspension or debarment, or civil and criminal penalties.
Payment terms comply with the State Prompt Payment Act, and invoices must be submitted by July 31 for claims through June 30. The contract incorporates a three-year record retention requirement (five years if federal funds are utilized).
