About this opportunity
The State of Maine Department of Transportation is requesting sealed bids for five trailer-mounted attenuators (TMAs) for Fleet Services, with bids due June 3, 2008. A preference for in-state bidders or Maine-manufactured commodities applies when prices and other factors are equal.
All units must meet NCHRP Level 3 testing standards and FHWA certification at 62.5 mph impact speed. The scope includes modular aluminum tube frames with replaceable parts, aluminum honeycomb energy-absorbing cushions, LED lighting systems, integrated electric brakes, anti-rotation systems, and a single 40,000-pound-rated pintle hook for tractor mounting. Each unit must support a six-foot-wide by four-foot-high lighted traffic arrow board. Reflective tape must comply with traffic control standards, and all materials must be new, lead-free, and meet current federal and state regulations.
Vendors must submit NCHRP 350 Level 3 testing documentation and manufacturer's brochures with proposals. The awardee must maintain or have access to parts inventory in Maine with 95 percent availability within 48 hours of order and 24-hour availability for expendable items such as filters and belts. Vendors must certify the availability of trained service technicians and stocked repair parts in Maine, provide two operator's and repair manuals per unit upon delivery, and submit a written parts and service availability proposal. The manufacturer's standard warranty begins on the in-service date.
All bids must be submitted electronically to the Division of Purchases in Augusta, Maine. Bidders must list any exceptions to specifications in writing. Bid prices must exclude federal and state sales taxes and include all transportation charges unless otherwise specified. The State reserves the right to reject any or all bids, waive formalities, award on lowest responsible bidder basis, and increase or decrease quantities by up to 10 percent. Equipment may be pre-inspected before delivery.
