About this file
This specification document outlines the requirements for five trailer-mounted attenuators (TMAs) to be procured by the Maine Department of Transportation Fleet Service. The attenuators are tractor-mounted safety devices designed to protect work crews and motorists in highway work zones by absorbing impact energy during collisions. The specification requires that all units meet National Cooperative Highway Research Program (NCHRP) Level 3 testing standards and be FHWA-tested at 62.5 mph. Each TMA shall feature a modular aluminum tube frame design with replaceable parts, aluminum honeycomb energy-absorbing cushions, LED lighting systems, integrated electric brakes, and attachment via a single 40,000-pound-rated pintle hook to the host vehicle. The units must include an anti-rotation system, reflective tape in accordance with traffic control standards, and a stationary mount capable of holding a six-foot-wide by four-foot-high lighted traffic arrow board. All materials must be new, lead-free, and meet current industry standards and federal and state regulations.
Bidders must submit complete documentation of NCHRP 350 Level 3 testing results and manufacturer's brochures with their proposals. The successful vendor must maintain or have access to parts inventory within Maine with 95 percent availability within 48 hours of order and 24-hour availability for expendable items such as filters and belts. Vendors are required to certify the availability of trained service technicians and stocked repair parts in Maine, provide two copies each of operator's and repair manuals upon delivery, and submit a written proposal detailing parts and service availability. The manufacturer's standard warranty shall apply beginning on the in-service date. All bid proposals must include shipping and delivery to Maine DOT Fleet Service in Augusta, and bidders must list any exceptions to specifications in writing. The state reserves the right to pre-inspect equipment before delivery and to reject any or all bids.
