About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting electronic bids for firefighter turnout gear (coats, pants, gloves, and Nomex hoods) for the Kentucky Air National Guard Fire Department under RFB 758 2700000049, with bids due September 9, 2026, at 1:30 p.m. ET. All gear must comply with National Fire Protection Association (NFPA) 1970 standards and include manufacturer certification stamps.
All gear items must be new, latest model, and in first-class condition, with coats available in seven sizes (small through XXXXLARGE) and custom lettering on coat tails (up to 12 characters); pants span multiple waist and inseam combinations; gloves and Nomex hoods are available in multiple sizes. Vendors may offer additional sizes beyond those listed. Shipping is FOB Destination Freight Prepaid and Allowed to the Kentucky Air National Guard at 1101 Grade Lane, Building 700, Louisville, Kentucky; billing is directed to the Division of Facilities Management in Frankfort.
Award will use a best value ranking approach with 90 points for price (lowest bidder receives maximum points, with proportional scoring thereafter) and 10 points for delivery time in working days. Kentucky resident bidders receive reciprocal preference against nonresident bidders per KRS 45A.490-494. Qualified bidders including Kentucky Correctional Industries and nonprofits serving individuals with severe disabilities receive preference point bonuses equal to 20 percent and 15 percent of maximum points, respectively.
The resulting master agreement covers an initial one-year contract period from award, with four optional two-year renewal periods subject to written agreement and potential renegotiation. Prices must remain firm for 60 calendar days after the bid due date, exclude federal excise and Kentucky sales/use taxes, and be submitted exclusively on the bid sheet (vendors enter $0.01 in the electronic system as placeholder). All bidders must register in the Commonwealth eProcurement System prior to submission and provide Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, along with Kentucky tax registration documentation and required affidavits. Payment is made within 30 working days of invoice receipt and goods acceptance, with a one percent monthly penalty on undisputed amounts unpaid after 30 working days.
