About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Procurement Services, is requesting bids on firefighter turnout gear for the Kentucky Department of Military Affairs' Air Guard Fire Department via RFB 758 2700000049, with bids due August 28, 2026 at 1:30 p.m. All gear must be NFPA 1970 certified. This is a Group All solicitation—bidders must quote all line items or face rejection as non-responsive.
Kentucky resident bidders receive a reciprocal preference equal to 15% of maximum points under Kentucky law. Qualified bidders under Kentucky law receive preference equal to 15% of maximum points.
The scope includes firefighter turnout coats in sizes small through 4X-large with coat-tail lettering customization (up to 12 characters), turnout pants in multiple size configurations by waist and inseam, gloves in various sizes, and Nomex hoods. The initial post-award order will be finalized based on the agency's personnel roster and specific size requirements following contract award. Delivery is to the Kentucky Air National Guard at 1101 Grade Lane, Building 700, Louisville, Kentucky 40213.
The contract is structured as a Master Agreement with an initial one-year term and four optional two-year renewal periods, subject to written approval by all parties and potential renegotiation. Price increases are prohibited during the first twelve months; thereafter, vendors may request increases based on industry-wide price changes with thirty days' notice and supporting documentation.
Evaluation uses a Best Value-Ranking Approach with 90 points for price and 10 points for delivery, totaling 100 points. The lowest-priced bidder receives maximum points, with others scored proportionally. Delivery time must be stated in specific working days; general phrases such as "as required" or "prompt" render bids non-responsive.
Prices must be quoted F.O.B. Destination Freight Prepaid and Allowed, excluding federal excise and Kentucky sales or use tax. Commercial General Liability Insurance with a minimum of $1,000,000 per occurrence and $2,000,000 aggregate is required prior to award. Written questions are due August 19, 2026. Bid readings are at 3:30 p.m. ET on August 28 via conference line. All bids must be submitted electronically through the Commonwealth eProcurement System; vendors must be registered in the Vendor Self Service System.
