About this opportunity

The Colorado Department of Public Safety, Director of Procurement, issued a Documented Quote (DQ) solicitation on behalf of Arapahoe County for one Firearms Pulverizer System, specifically a Model 24x25 EG HD DE with an infeed hopper capable of pulverizing whole rifles and shotguns up to 52 inches in length. The system must meet precise specifications including dimensions of 13'6" x 7' x 40" (with 2-foot clearance required at back and sides), a weight of 6,200 pounds, and a three-phase power supply requirement of 240v or 480v (preferably 460v at 180 amps). Required components include a wall-mounted control panel measuring 31" x 36" x 9", four 24-inch focal length color cameras, customized ATF-approved record system software with agency-specified entry and report screens, and a computer (Dell, HP, or equivalent) running Microsoft Windows 8. Additional options for on-site training and computer programming are available. All items must be new and quoted FOB Destination to 7701 W. 120th Ave, Broomfield, Colorado 80020. Quotes were due by Friday, April 21, 2017, at 10:00 a.m. MST via email to cdps_edo_bids@state.co.us, with an award period extending through June 30, 2017, and delivery required by that date.

Vendors must be registered on Colorado's Vendor Self Service System (VSS) by the closing date to be considered for award, and the resulting contract will be issued via State Purchase Order contingent upon funds being appropriated and budgeted. Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified by the U.S. Department of Veterans Affairs Center for Veteran Enterprise receive a 5% preference and must submit certification documentation to qualify for this advantage. Colorado offers reciprocal preference to resident bidders as mandated by statute. Bidders were required to submit a completed and signed cover page and Exhibit A with their bid submission to be considered responsive, and all Colorado Solicitation Instructions and Terms and Conditions are incorporated by reference with the most restrictive terms governing in case of conflict. The solicitation document does not specify an estimated contract value or budget range. The State is tax exempt and will not pay sales or use taxes on the purchase.
