About this opportunity

The City of Roswell, Georgia is requesting Statements of Qualifications and proposals for Construction Manager at Risk (CM at Risk) services for Fire Station No. 23 and a Lump Sum proposal for Fire Station No. 27, with responses due August 18, 2026 at 1:30 p.m. Eastern Time via the Bonfire procurement portal. The City intends to award one contractor two separate contracts — one for each fire station.

Fire Station #27 is a new approximately 10,000-square-foot prototype facility at 9135 Fouts Road designed for future replication. It will include eight bunk rooms, four shower/restroom facilities, a full kitchen, dining and dayroom, multiple storage areas, administrative offices, gear lockers, a fitness room, and an apparatus bay for three fire engines. Fire Station #23 will replicate the Fire Station #27 design on a 1.37-acre pad-ready site. Construction of Fire Station #27 will commence first, with Fire Station #23 starting approximately three to four months later.

Respondents must hold a valid Georgia Commercial General Contractors License and demonstrate minimum bonding capacity of $10 million per project. Fire Station #23 will operate under an open-book contract with all estimates, subcontractor quotes, and financial reporting available to the City. Comprehensive insurance requirements include Commercial General Liability ($2 million per occurrence), Umbrella ($5 million), Professional Errors and Omissions ($3 million), Builders Risk, and Contractors' Pollution Legal Liability ($3 million).

The City reserves the right to cancel the Fire Station #23 contract if services and requirements are not met on Fire Station #27. Evaluation criteria are weighted: Cost/Fee Proposal (40%), Relevant Fire Station and Public Safety Experience within the last ten years (20%), Past Performance and References (20%), Schedule and Capacity (10%), Experience and Qualifications of proposed project team (5%), and CM at Risk/Guaranteed Maximum Price contract experience (5%). Questions are due July 30, 2026 at 2:00 p.m., with written answers posted by August 7. The anticipated award date is October 30, 2026. Responses are limited to thirty pages or less in 11-point minimum font, with resumes and exhibits excluded from page count.
