About this opportunity
Beaufort County Procurement Services Department in South Carolina is requesting qualifications for a Fire Service Consolidation Study (RFQ #070926) with proposals due July 9, 2026 at 3:00 p.m. EST. The study will evaluate operational efficiency, resiliency, and service-delivery standardization across four participating fire agencies in Northern Beaufort County: Sheldon Fire District, Burton Fire District, City of Beaufort/Town of Port Royal, and Lady's Island/Saint Helena Fire District.
Scope includes establishing current and anticipated service costs by agency; comparing residential and commercial fire-service delivery costs; assessing service demand and standards of cover; evaluating compensation and benefits differences; and recommending administrative oversight structures. Qualification statements must not exceed 15 double-sided pages.
Evaluation weights compliance with scope of work (30 points), method and approach (25 points), communication plan (25 points), and consulting team competence and experience (20 points). The County reserves the right to request oral presentations from top-ranked firms if the best proposal is not clearly identified from point scoring.
Proposals must remain firm for at least 90 days from closing. The selected contractor must carry professional liability insurance of at least $1 million per occurrence, commercial general liability insurance of $1 million per occurrence / $2 million aggregate, and umbrella liability insurance of $2 million. Contract terms including detailed scope and service schedules will be negotiated following selection. The study will be funded through Beaufort County appropriations and may be terminated for convenience or non-appropriation of funds.
A non-mandatory pre-proposal meeting is scheduled for June 18, 2026 at 2:00 p.m. EST via Microsoft Teams. Questions are due June 25, 2026 at 5:00 p.m. EST. Proposals are submitted through the Procurement Portal at https://procurement.opengov.com/portal/bcgov.
