About this opportunity
Huron Valley Schools, in partnership with the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan, is requesting qualifications for fire safety inspection, testing, maintenance, and repair services under RFQu HV-936-04062026, with proposals due September 3, 2026 at 12:00 PM Eastern Time. This procurement establishes a statewide cooperative contract vehicle enabling Michigan school districts, counties, municipalities, and non-profit organizations to purchase fire safety services on an as-needed basis from a pre-qualified contractor pool. A virtual bidders' meeting will be held via Microsoft Teams (Meeting ID: 222 233 470 774 904, Passcode: Ne37DS3f); questions are due by the established deadline with responses posted thereafter.
The scope encompasses inspection and testing of fire alarm systems (NFPA 72 compliance), fire extinguisher and suppression systems (NFPA 25 compliance), halon systems (NFPA 12A compliance), and wet chemical systems (NFPA 17A compliance), along with maintenance, repairs, and 24-hour emergency response with a four-hour maximum response time. Contractors must submit detailed pricing on a firm, fixed basis including fire extinguisher inspections, recharging, and hydro-testing by unit type; flat-rate annual inspection fees for each of 19 Huron Valley Schools locations; semi-annual inspection fees for clean agent systems; repair labor rates; and emergency/after-hours service rates. All pricing must include a 2.0% administrative and remittance fee payable to PPIM, with F.O.B. Delivered terms and Net 30 payment.
Minimum qualifications require three customer references for equivalent services over a minimum of three years within the past five years, appropriate state licenses, 24-hour emergency service capability with two-technician dispatch availability, and compliance with all local, state, and federal fire codes. The master agreement will have an initial three-year term with two optional one-year renewal periods. Award shall be made to the most responsible vendor(s) providing best value, evaluated on experience (25 points), qualifications of assigned team (25 points), references (25 points), and attention to requirements (25 points), with proposals receiving 80 or more points considered for award. Award is anticipated in September 2026.
