About this opportunity

Orange County, Florida is seeking competitive bids for a requirements contract to procure Fire Rescue HazMat Supplies and Equipment through Invitation for Bids (IFB) #Y22-1053-MV. The solicitation is specifically for Orange County Fire Rescue and encompasses a comprehensive range of equipment including bunker gear, boots, helmets, rescue tools, personal protective equipment, thermal imaging products, and related accessories. Bids must be submitted electronically through the OpenGov Procurement portal by 4:00 PM EST on Thursday, November 17, 2022, with no alternative submission methods permitted. The initial contract term is one year, with potential for four additional one-year renewals upon mutual agreement. Bidders are required to provide percentage discounts off manufacturer list prices for multiple equipment lots, with some lots designated as "Brand Name Only" and others allowing "Brand Name or Equal" offerings. Delivery timeframes for equipment range from 30 to 90 days after order receipt, and the county reserves the right to award on an all-or-none or lot-by-lot basis to the lowest responsive and responsible bidder.

The solicitation does not explicitly specify set-aside designations for disadvantaged enterprises, but does include comprehensive compliance requirements such as E-Verify participation and drug-free workplace certification. Bidders must meet stringent insurance and warranty provisions, and adhere to federal and state regulations. The contract encompasses estimated annual usage amounts ranging from $20,000 to $1,700,000 across different equipment lots, suggesting a substantial procurement opportunity. While no incumbent vendors are identified, the contract is structured to allow flexibility in vendor selection based on responsiveness, responsibility, and pricing. Potential vendors must demonstrate technical capability to provide high-quality fire rescue and hazardous materials equipment that meets Orange County's specific operational requirements. The procurement approach indicates a strategic intent to establish a robust, flexible supply chain for critical emergency response equipment with potential multi-year stability for the selected vendor(s).
