About this opportunity

The Texas Health and Human Services Commission is requesting bids on fire protection system maintenance at San Antonio State Hospital (SASH) under IFB HHS0017582, with proposals due August 12, 2026. A Historically Underutilized Business (HUB) utilization requirement applies under Texas procurement policy, with the specific HUB utilization percentage and good-faith-effort standards outlined in Exhibit B.

The scope encompasses comprehensive maintenance, inspection, testing, and repair of all fire protection systems including fire sprinklers, fire alarms, emergency lighting, exit signs, and related equipment throughout the facility. Services include monthly inspections, quarterly testing, annual certifications, and emergency repairs as needed to ensure compliance with applicable codes and standards. The selected vendor must maintain current licenses and certifications required by the State Fire Marshal's Office and other applicable regulatory bodies, and must carry appropriate insurance coverage as specified in contract requirements.

Pricing shall be submitted on a firm, fixed-price basis using the itemized cost structure in Exhibit C Pricing Sheet. The contract term and potential renewal options are specified in award documents. Bidders must submit qualifications demonstrating prior experience in fire protection system maintenance at institutional facilities, including references, certifications, and demonstrated capability to maintain systems at state healthcare facilities, as documented in Exhibit D.

Proposals must be submitted by the deadline outlined in the solicitation documents. Bidders may submit through the optional HHS Online Bid Room (requiring prior IAMOnline registration with Agency Sponsor approval) or via the method specified in the main solicitation package. All bidders must complete and submit the mandatory solicitation affirmations in Exhibit A as part of proposal submission. Technical difficulties with the online bid room system do not constitute grounds for protesting a contract award. The HHS Help Desk is available at 512-438-4720 or 855-435-7181 (toll-free) during business hours for technical assistance.
