About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on fire protection system maintenance, tie-in, and re-inspection services at San Antonio State Hospital under IFB HHS0017582, with bids due July 23, 2026 at 10:30 a.m. Central Time and a questions deadline of July 14, 2026.

The scope covers fire and floor damper maintenance, tie-in, and re-inspection in compliance with NFPA 80, NFPA 105, and NFPA 92 standards at 6711 S. New Braunfels Ave., Building 817, San Antonio, Texas. Pricing must be firm and fixed on Exhibit C, covering all labor, equipment, materials, and supplies for services performed during regular business hours (8 a.m. to 5 p.m. Central Time) and separately for after-hours services as approved by the HHS Agency Contract Manager. Price adjustments may be permitted during the contract term based on Consumer Price Index formulas or Federal Minimum Wage increases with supporting documentation.

Bidders must demonstrate a minimum of two to five years of relevant experience and submit three verifiable references for similar services completed within the last two to five years. Mandatory insurance includes Workers' Compensation, Commercial General Liability ($1 million per occurrence / $2 million general aggregate), Commercial Automobile Liability ($1 million combined single limit), Professional Liability ($1 million), and Umbrella Liability ($1 million). All personnel must pass comprehensive Texas Department of Public Safety background checks prior to work commencement; no sex offender, child abuse, adult abuse, or fraud convictions are permitted.

The initial contract term runs through August 31, 2026, with HHSC retaining the right to extend for up to one additional year at its sole discretion. Bidders are encouraged but not required to submit a Historically Underutilized Business Subcontracting Plan if subcontracting opportunities exist. Award will be made on best value to the state rather than lowest price alone. Responses are evaluated on meeting IFB requirements, ability to meet performance delivery requirements, and price. Bidders must complete Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), Exhibit D (Bidder Reference Qualifications Form), and any Addendum Acknowledgement Forms. Bids may be submitted in person at 1100 W. 49th Street, Austin, Texas or through the optional HHS Online Bid Room.
