About this opportunity
Palm Beach County Board of County Commissioners is soliciting bids for fire hydrant services under a term contract (IFB #26-069/JC), with bids due November 4, 2026 at 4:00 p.m. at the Palm Beach County Procurement Department. A 5% local preference applies to Palm Beach County-based businesses under the Local Preference Ordinance.
The scope encompasses fire hydrant inspection, testing, repair, and replacement throughout the designated service area. Pricing will be submitted on a unit-cost basis for specified service categories. All bidders and subcontractors must register in the County's Vendor Self Service (VSS) system prior to contract award and maintain current Local Business Tax Receipts.
The contract is structured as a term agreement with pricing firm for the initial term and any subsequent renewals. Contractors must comply with the County's Small Business Development (SBD) Program, including completion of Schedule 1 (identifying all subcontractors and designating SBE certification status) and Schedule 2 submissions at bid; Schedule 3 and Schedule 4 forms must accompany all payment requests. The solicitation requires compliance with federal requirements including Equal Employment Opportunity, Davis-Bacon Act provisions (if applicable), Contract Work Hours and Safety Act, E-Verify verification, and digital accessibility under WCAG 2.1 Level AA standards. Bidders must provide all applicable state and federal certifications, licenses, and permits and submit a Drug-Free Workplace Certification.
Questions are due October 21, 2026 at 4:00 p.m. Bids must be submitted in sealed packages signed by an authorized representative, with one electronic copy in PDF format on CD or flash drive. The County reserves the right to accept or reject any bids, waive minor irregularities, and acquire goods and services through State of Florida contracts if offering lower prices. The procurement contact is Jeromy Calderon at (561) 616-6815 or jcalderon1@pbc.gov.
