About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is issuing a Request for Quotation (RFQ) on behalf of the State Fire Marshal's Office to procure one fire gear washer and one fire gear dryer with delivery and installation services. The washer shall be based on the Circul-Air Corp. Express Soft Mount Extractor, Model CACSM-30, or an approved equal, with a minimum 30-pound gear weight capacity accommodating six pieces of gear and dedicated wash cycles compliant with NFPA 1851, along with a minimum two-year warranty covering parts and labor. The dryer shall be based on the Circul-Air Corp. Express 2 Gear Drying Cabinet, Model V511, or an approved equal, featuring 1500 watts of heating power, 600 CFM airflow, capacity for two full sets or six pieces of gear, preset and timed dry functions, gear and glove hangers with wire racks and boot rack, and a minimum ten-year warranty with parts and labor coverage. All equipment must be delivered and installed at 2000 Odlin Road, Hermon, Maine 04401 on the same date via an interior roll-up opening on the second floor, with completion required within 60 calendar days after receipt of order. Quotations are due no later than 4:00 p.m. Eastern Standard Time on May 13, 2026, submitted through the State of Maine's Advantage Vendor Self Service (VSS) e-procurement system. All pricing must be submitted on a Free on Board (FOB) - Destination basis, including all shipping, delivery, placement, installation labor, equipment, accessories, hoses, cords, and materials required for complete operational installation. Award will be made to the lowest responsive and responsible bidder offering the lowest total all-inclusive cost meeting all specifications, with the State reserving the right to reject non-conforming bids or decline the lowest-priced bidder if documented poor performance or terminated contracts exist within the preceding five years.
The solicitation contains no specific set-aside designations or restrictions limiting responding organizations based on disadvantaged enterprise status or organizational type. No incumbent vendors or current contractors are identified in the procurement documentation, and no existing infrastructure or technology requiring integration is referenced. Bidders must submit essential documentation including equivalency documentation for any alternate items, manufacturer literature, warranty information, and a completed Appendix D confirming delivery and installation capabilities. The State is exempt from federal, state, and local taxes on articles not for resale and requests quotations excluding these taxes. Payment terms are anticipated at net 30 upon receipt of accurate invoices, with payment methods available through check, electronic funds transfer, or procurement card. No specific budget range or estimated award value is disclosed in the solicitation documents.
